Kyiv is implementing part of its resilience plan using its own funds due to government delays
The government has yet to approve Kyiv’s “resilience plan” without providing any explanation, even though the capital has already begun implementing some of the measures using its own funds.

According to the article, the Kyiv City State Administration (KCSA) states that it is in constant dialogue with the government and is ready to adjust the plan, but has not received any specific comments or criteria from the central government. Despite this, the city is already implementing certain measures, citing decisions by the Kyiv City Council, as preparations for the winter season require immediate action.
The total budget for the plan is estimated at over 67 billion hryvnias. Of this amount, Kyiv plans to finance approximately 20 billion hryvnias on its own, while it expects to receive over 47 billion hryvnias from the state budget.
At the same time, the article notes that decisions regarding the allocation of state funding will be made by the Cabinet of Ministers, which effectively centralizes control over priorities at the national level. According to the authors, this creates a risk of delays and political influence on the distribution of funds.
It is also noted that final approval of the plans for Kyiv has not yet taken place, while decisions for other regions have already been made.
The publication also emphasizes that the city’s preparation for the heating season and the capital’s energy security depend on the timely funding of these measures.
As a reminder, ahead of the 40th anniversary of the Chernobyl disaster, the Kyiv authorities will provide a one-time targeted social payment to affected Kyiv residents and displaced persons who actually reside in the capital.
