Following the missile and drone attack on Kyiv on the night of May 24 in the Lukyanivka district, business owners from the “Kvadrat” shopping center found themselves in a situation where they have suffered losses but there is no clear mechanism for compensation, and every new step taken by government agencies only adds to the confusion and raises more questions. People who have lost their jobs, equipment, and essentially their entire businesses say they cannot get a clear answer on where exactly to go and what documents to submit.

 

The business owners say that after the attack on May 24, 2026, in Kyiv, they received certificates from the Shevchenkivskyi District Police, but from there the situation began to unravel into conflicting instructions from various agencies—instructions that contradict one another or fail to provide a clear answer at all.

The police told them that the materials could be forwarded to the SBU, and then advised the victims to contact the Administrative Service Centers (ASC) and housing and utilities departments to apply for state compensation programs, but the entrepreneurs themselves emphasize that these procedures apply to housing, not businesses. “We are sole proprietors, and what has been destroyed is not our housing, but our workplace, our business, and all our property,” notes entrepreneur Svetlana Tareva, adding that the Administrative Service Center in the Shevchenkivskyi district refused to accept the documents, explaining that they only handle cases involving lost housing.

 

According to the victims, the Ministry of Digital Transformation was also unable to provide a clear answer regarding the procedure for such cases and was facing a similar situation for the first time without an established mechanism.

Entrepreneurs say they have ended up in a legal vacuum where there is destruction and affected businesses, but no unified state procedure allowing sole proprietors to apply for compensation for their losses. They also emphasize that they are ready to push for a separate legislative mechanism to protect small businesses that have lost property due to military attacks, and they call on the authorities to publicly define a protocol for such cases. “We are told that there is no procedure, and this is the first such case,” reads the appeal from Svetlana Tareva, in which the entrepreneur also requests financial support to resume operations and ensure the business’s survival.

According to them, they are currently preparing further steps and awaiting a response from government agencies, as the situation regarding the restoration of destroyed businesses remains unresolved.
