An official from the Dnipro Regional State Administration will face trial for fraud involving paint purchases
The Dnipro District Prosecutor’s Office has filed an indictment against an employee of the Department of Education and a private entrepreneur.
The accomplices are accused of embezzling more than 550,000 hryvnias in budget funds while supplying educational institutions in the district.
The investigation established that the official responsible for conducting tenders entered into a criminal conspiracy with a supplier of goods.
She deliberately drafted the procurement terms in such a way that a specific, pre-determined entrepreneur would win the contract.
To carry out the scheme, the businessman used forged documents, which allowed him to win the tender for the supply of paint to educational institutions.
As a result of the artificial inflation of product prices, the Department of Education overpaid more than 377,000 hryvnias from the budget.
“It has been established that an employee of the Education Department, acting in collusion with a businessman, drafted the tender terms to favor a specific winner. Using forged documents, he won the procurement and supplied paint at an inflated price,” the prosecutor’s office stated.
In addition to the paint scheme, the official was negligent during another procurement involving office supplies.
She failed to properly research market prices, causing the community budget to lose nearly 180,000 hryvnias for no reason.
The official’s actions have been classified under the articles on embezzlement of property and official negligence of the Criminal Code of Ukraine.
The entrepreneur is charged with embezzlement of funds on a large scale and official forgery of documents used for the tender.
As a reminder, medical fraud schemes worth 100 million hryvnias were uncovered in Ukraine.
Additionally, a border guard was detained in Lviv Oblast for illegally leaving the country for $30,000.
