Court Returns Kyiv's October Palace to the State
The Kyiv Commercial Court granted the claim filed by the Kyiv City Prosecutor’s Office and ordered the return of the October Palace building—which currently operates as the International Center for Culture and Arts—to state ownership.
The October Palace is a cultural heritage site of national significance. According to an assessment by the State Property Fund, the approximate value of the complex is about 1 billion hryvnias.
The prosecutor’s office noted that the building was included in the list of properties that are not subject to privatization and may remain exclusively in state ownership. Despite this, ownership of the palace was registered in the name of the Federation of Trade Unions of Ukraine.
According to law enforcement officials, this situation posed a risk of the monument’s further alienation, so the prosecutor’s office filed a lawsuit in the interest of the state.
The Commercial Court upheld the prosecutor’s office’s position and ruled that the October Palace be returned to state ownership.
