A high-profile dispute is ongoing in Bila Tserkva over the premises of the “Velmart” supermarket at 10A Zenitnogo Polku Street. The dispute between the building’s owner and the tenant has already moved to the courts, and the supermarket’s operations are now at risk due to blocked access to the premises.

Events began to unfold rapidly on April 30, 2026, when, around 5 a.m., the entrances to the supermarket were blocked with concrete blocks

 

In addition, the facility was cut off from the power supply, and the operation of the backup generator, according to the retail chain, was effectively blocked.

In response, the Velmart chain issued an official statement in which it called the situation a “90s-style raider blockade” by the landlord.

According to available information, the owner of the premises is Traven 21 LLC, and the tenant is Alta Expert LLC, while the Velmart supermarket, operated by Foodcom LLC, uses the premises under a sublease agreement.

According to preliminary data, the conflict may have been caused by a debt for rent and utilities amounting to approximately 2 million hryvnias.

It is also reported that certain analytical systems regarding “Traven 21” LLC contain information about a possible connection to Russia. However, this information requires further verification and official confirmation.

To clarify the circumstances of the conflict, journalists sent information requests to:

  • the Bila Tserkva City Council;
  • the “Velmart” chain;
  • “Traven 21” LLC.

In their inquiries, the parties requested official explanations regarding the reasons for installing concrete blocks, the possible obstruction of the tenant’s activities, as well as information on utility bill settlements and the legality of restricting access to the property.

According to the court registry, cases related to this conflict are already being heard in the Commercial Court of Kyiv Oblast.

The next hearings are scheduled for the following dates:

  • June 9, 2026, at 12:50 p.m. — Case No. 911/2217/24;
  • June 24, 2026, at 12:00 p.m. — Case No. 911/1136/26;
  • July 7, 2026, at 10:15 a.m. — Case No. 911/988/26.

Currently, the dispute over the premises of the “Velmart” supermarket in Bila Tserkva remains unresolved. Further developments will depend on the outcomes of the court proceedings, the parties’ responses to information requests, and the establishment of all the facts surrounding the dispute between the building owner and the tenant.

Earlier, police who responded to a call at the “Velmart” store on Chornobylska Street in Kyiv detained a drunk man who was threatening to detonate an explosive. He did not have a bomb.
