Residents of Kyiv are calling for the Gorbachykha tract to be designated a protected area

The Specialized Environmental Prosecutor's Office of the Prosecutor General's Office has filed a lawsuit with the administrative court regarding the long-standing inaction of the capital's authorities on the issue of preserving natural areas. The lawsuit seeks a ruling that the inaction of the Kyiv City Council and the Kyiv City State Administration is unlawful.

This was reported by the Office of the Prosecutor General on Facebook. 

At the center of the case is the “Gorbachykha” tract, located on the left bank of the Dnipro River. The area spans 32 hectares and is one of the few in the capital where the natural landscape has been preserved without significant human intervention. The site is of significant scientific importance, is distinguished by its rich biodiversity, and serves as a popular recreational spot for Kyiv residents.

As early as 1994, the need to include such areas in the nature reserve fund was identified. However, despite the official inclusion of “Gorbachykha” in the list of lands reserved for conservation, the issue has effectively remained at a standstill. Over more than three decades, the necessary project has not been developed, and no decision has been made to grant the tract protected status.

As a result, the territory still lacks adequate legal protection, which poses potential threats to its preservation. The prosecutor’s office emphasizes that delays on the part of city authorities could lead to the loss of a unique natural complex.

“Prolonged inaction creates the risk of losing a unique natural complex, its biodiversity, and its recreational value for the capital’s residents,” the agency stressed.

The court is now set to review the lawsuit and provide a legal assessment of the local authorities’ actions.

Previously, the Verkhovyna National Nature Park in Ivano-Frankivsk Oblast acquired ownership of a private land plot measuring 0.62 hectares.
