City authorities are considering the possibility of converting the underground spaces of the “Metrograd” shopping center into a multifunctional parking garage and shelter. According to a report on May 18, the project involves adapting the existing infrastructure for security and parking purposes.

According to Kyiv City State Administration Deputy Head Kostyantyn Usov, the facility is partially neglected, and a significant portion of the space allegedly belongs to Russians, so the authorities are exploring options for buyout or nationalization.
The plan involves potentially repurposing the underground complex, which spans approximately 17,000 square meters, into a parking garage and shelter, if technically feasible.
Experts note that demand for parking in central Kyiv is high, but the key challenge is the project’s economics: an underground parking garage requires significant construction and maintenance costs, so its profitability depends on parking fees or budget funding. In the worst-case scenario, the costs could fall on the city budget.
Experts emphasize that the decision requires a clear economic justification; otherwise, the project could become a financial burden for the city.

As a reminder, the Ministry of Health received a request from the Ministry of Defense for medical personnel for the Armed Forces of Ukraine. The draft exemption will be lifted for specialists needed by the army.
We have also previously reported that following the rocket attack on the Okhmatdyt National Children’s Specialized Hospital in July 2024, restoration work is actively underway at the facility. Since then, a number of hospital buildings have already been rebuilt.
