Regions of Ukraine with the Greatest Biogas Potential Have Been Identified

The technically available potential for biogas production from livestock waste in Ukraine is estimated at 1.3 billion cubic meters per year, which accounts for 72.2% of the total theoretical resource. To fully utilize this potential, the country needs to build approximately 3,000 biogas plants. This is according to the findings of a study by the YC.Market analytics team.

According to estimates by the International Energy Agency, the total potential for biogas and biomethane production in Ukraine from all types of waste reaches 11.6 billion cubic meters per year. Among the regions with the highest concentration of raw materials, Lviv Oblast leads the way with 142 active livestock enterprises. The list of key regions also includes Kyiv Oblast and Kyiv City (114 enterprises), Cherkasy Oblast (66), Poltava Oblast (55), as well as Vinnytsia, Volyn, Zhytomyr, Chernihiv, Ternopil, Khmelnytskyi, and Dnipropetrovsk Oblasts.

The main obstacles to realizing this potential remain high initial investment costs, difficulties with grid connection, and regulatory issues. At the same time, in February 2026, the State Agency for Energy Efficiency launched the national Biomethane Registry, and the development program through 2035 calls for the integration of the Ukrainian market into the EU database and the mutual recognition of guarantees of origin for renewable gas during 2026–2027.

We previously reported that the State Customs Service’s Energy Customs Department processed the first customs declaration for the export of biomethane.

Germany wants to increase its own gas production and is also considering the possibility of purchasing biogas from Ukraine.
