Ukraine will receive over 600 million euros from the EU for energy efficiency and infrastructure
The European Union and the European Investment Bank (EIB) have announced a new financial assistance package for Ukraine to help restore critical infrastructure. The majority of the funds—over 450 million euros—will be provided by the EIB under EU guarantees, while an additional 150 million euros will come in the form of non-repayable grants.
This was announced in a joint statement by the European institutions. The funding will focus on repairing roads, railways, and power grids, as well as modernizing the housing stock.
EIB Vice President Karl Nehammer emphasized that these investments are directed toward the most vulnerable sectors, including energy security and urban mobility. The new tranche complements the €2 billion previously allocated under the “Investment Framework for Ukraine,” which is part of a large-scale support mechanism totaling €50 billion. European Commissioner for Enlargement Marta Kos added that such cooperation strengthens the technological sovereignty of both parties in critical sectors.
The Ukrainian government is counting on the rapid implementation of projects to meet urgent reconstruction needs. Minister Oleksiy Sobolev noted that the new guarantees will allow for expanded funding of educational infrastructure and public facilities. It is expected that involving European companies in the reconstruction process will help attract private investment into the Ukrainian economy. The package also provides for technical assistance to prepare future modernization projects.
Earlier, the Naftogaz Group signed a grant agreement with the European Bank for Reconstruction and Development for €85 million. The funds are provided by the Norwegian government for the purchase of imported gas. The financing is intended to help ensure a stable heating season.
Ukrainian President Volodymyr Zelenskyy signed a law ratifying a financial agreement between Ukraine and the European Investment Bank for €134 million, which will be directed toward the restoration and development of road infrastructure.
