Ukrposhta and Ukrzaliznytsia have significantly reduced their workforces over the years of the war

The state-owned postal operator Ukrposhta has lost nearly half of its workforce over the past four years. 

According to data from the OpenDataBot ranking, since 2021 the number of company employees has decreased by 30,634 people, which is 49% of the pre-war level. Currently, Ukrposhta employs 31,739 people, causing the company to drop to fifth place on the list of the country’s largest employers, falling behind the Silpo supermarket chain.

A similar trend is observed at Ukrzaliznytsia, which remains Ukraine’s largest employer but is also experiencing a significant reduction in staff. Since the start of Russia’s full-scale invasion in February 2022, the company has lost 62,800 employees (27%). In 2025 alone, the railway’s workforce decreased by 5%, settling at 169,952 employees.

Analysts note that such dramatic changes in the structure of these state-owned giants are driven by wartime challenges, migration trends, and the need to optimize costs. Despite significant losses in human capital, both enterprises continue to perform critical functions within the state’s logistics system. The staffing shortage in the public sector remains one of the main challenges for future economic recovery.

Ukrposhta is launching a network of parcel lockers and updating its mobile app.

 Nova Poshta raised its delivery rates effective April 13.
