In Singapore, prices for Housing and Development Board (HDB) flats on the resale market fell by 0.2% in the third quarter compared with the previous quarter. This marked the third consecutive quarterly decline, Channel NewsAsia reports, citing HDB’s preliminary estimate.

Index and number of transactions

The HDB resale price index stood at 202.4 points in the third quarter, compared with 202.8 points in the second quarter. Prices fell by 0.1% in the first quarter and by 0.3% in the second. They were unchanged in the fourth quarter of 2025 after rising by 0.4% in the third quarter of the same year.

Meanwhile, the volume of resale transactions remained generally stable, HDB said. As of September 29, 7,528 transactions had been registered in the third quarter — 5.2% more than the 7,157 recorded during the corresponding period a year earlier.

Removal of the waiting period

HDB also recorded no significant increase in either prices or the number of flats purchased by private property owners and former owners of such property after the 15-month waiting period for them was removed on July 28.

The restriction was introduced in September 2022 as a temporary measure to curb housing demand. It required owners and former owners of private property to wait 15 months before buying an unsubsidised HDB resale flat. Minister for National Development Chee Hong Tat said market conditions had improved and the restriction had fulfilled its purpose.

New flats in November

In November, HDB plans to launch sales of about 7,960 Build-to-Order flats in Bedok, Geylang, Sembawang, Tengah, Toa Payoh and Yishun. Community Care Apartments will also be offered in Toa Payoh. The agency urged households to take a prudent approach to purchasing property and taking out mortgages due to uncertainty in the macroeconomic situation and interest rate outlook.
