Nebius plans to launch a 22-megawatt AI factory near Tallinn
Nebius plans to commission the first phase of its 22-megawatt artificial intelligence facility in Hüüru, near Tallinn, by the end of the year. The facility will operate on the Greenergy Data Centers site and provide cloud computing resources for the AI industry, according to ERR News.
Nebius representative Tom Blackwell stated that this infrastructure is being designed specifically for AI-related workloads, unlike traditional cloud data centers. The company expects to serve startups, technology companies, and large corporate clients in Europe and other regions.
Nebius has not disclosed the exact amount of investment in the Estonian project. According to Blackwell, once fully deployed, projects of this type could involve multi-billion investments in facilities, chips, and other equipment. He also noted that the construction and operation of such facilities typically create hundreds of jobs.

A company representative explained that Estonia was chosen due to the availability of electricity and the development of the local technology ecosystem. According to him, Nebius is evaluating the possibility of connecting to local grids or implementing its own energy solutions, and is also seeking to increase the use of renewable energy. Blackwell assured that the issue of power supply for the facility in Estonia had been addressed even before the project was announced.
The project attracted attention due to mentions of Nebius’s historical ties to the technology company Yandex and potential security concerns. Blackwell stated that Nebius does not operate and has no plans to operate in the Russian Federation—an aggressor state. According to him, the company is based in Amsterdam, is listed on Nasdaq, and he named Nvidia and Accel among its major shareholders.
Blackwell also said that founder Arkady Volozh and several hundred engineers who joined him are based in Amsterdam, other European countries, and the United States. Commenting on reports that Russian military hackers may have used infrastructure linked to Nebius, he stated that he had not heard of any such cases and considers these claims to be false.
