The Appeals Chamber of the High Anti-Corruption Court upheld the pretrial detention order for Galushchenko
The Appeals Chamber of the High Anti-Corruption Court (HACC) upheld the preventive measure imposed on former Ukrainian Energy Minister Herman Galushchenko. The court rejected the appeals filed by both the defense and the prosecution.
The panel of judges confirmed the legality of the ruling issued by the HACC investigating judge on June 12, 2026, which extended the former minister’s pretrial measure in the form of detention, with the alternative of posting bail in the amount of 150 million hryvnias.
The decision took legal effect immediately upon its announcement and is not subject to cassation appeal.
The High Anti-Corruption Court noted that the bail of 150 million hryvnias has already been posted, so the suspect remains at liberty subject to the prescribed procedural obligations.
Specifically, Herman Galushchenko is required to:
- appear before the investigator, prosecutor, or court upon first request;
- not leave the city of Kyiv or the Kyiv region without permission;
- report any change of residence;
- refrain from communicating with specified individuals;
- surrender all passports for travel abroad;
- wear an electronic monitoring device.
According to investigators, Herman Galushchenko is suspected of participating in a criminal organization and aiding in the legalization (laundering) of property obtained through criminal means.
As reported by the Anti-Corruption Action Center, a prosecutor from the Specialized Anti-Corruption Prosecutor’s Office (SAPO) requested that the bail amount be increased to 200 million hryvnias.
According to the prosecution, the court of first instance failed to take into account a new development in the investigation. The prosecutor claimed that Halushchenko, with the participation of his ex-wife, allegedly assisted members of the criminal organization in depositing over 50 million hryvnias into foreign accounts of companies under their control.
At the same time, the defense insisted that there are no longer any grounds for detention, as the former minister is faithfully fulfilling all the procedural obligations imposed on him. The attorneys also argued that the bail of 200 million hryvnias was excessive and unjustified.
Ultimately, the Appeals Chamber of the High Anti-Corruption Court upheld the preventive measure with bail set at 150 million hryvnias, denying the appeals of both parties.
