ARMA sold off assets worth more than 1.3 billion hryvnias

ARMA released its performance results for 2023–2025, reporting the sale of seized assets worth 1.307 billion UAH

The total appraised value of the property put up for sale was 1.449 billion hryvnias, meaning the assets were sold at a total discount of over 141 million hryvnias, or nearly 10% of their value.

The agency achieved its best results in 2023—at that time, the property was sold at nearly its full appraised value, with an efficiency rate of 97.1%. By 2024, this figure had dropped to 87.1%, and in 2025, it fell to 84.4%, indicating an increase in the discount rate during the sale of seized assets.

Over the course of three years, thousands of metric tons of wheat, corn, barley, sunflower oil, and mineral fertilizers passed through ARMA, as well as luxury cars, including a Maybach 57, Ford Mustangs, Mercedes-Benz Actros trucks, ATVs, Apple devices, cryptocurrency mining equipment, fuels and lubricants, alcoholic beverages, weapons, and other property.

The agency noted that managers for the seized assets are selected through the Prozorro system and are also screened for possible ties to the property owners or ARMA employees. In addition, the agency has whistleblower protection mechanisms in place, special channels for reporting corruption, and is preparing to establish a Public Oversight Council and an internal control unit.

At the same time, statistics show a gradual decline in the effectiveness of selling seized property. Despite an increase in the volume of assets put up for sale, the share of funds recovered from their sale has decreased every year.

It was previously reported that the Agency for the Search and Management of Assets (ARMA) will investigate the winners of the auction for the sale of 460 hectares of land on the Borzhava Plateau in Zakarpattia Oblast, who turned out to be individuals associated with Serhiy Lyovochkin — a People’s Deputy from the Opposition Platform — For Life party and former head of the Presidential Administration under Viktor Yanukovych.

The Agency for Asset Tracing and Management refused to sign the auction protocols in the “Prozorro.Sales” system regarding the sale of 460 hectares of land on the Borzhava Plateau.
