Budanov Announced Changes to Government Support for Veterans
Kirill Budanov, Head of the Office of the President, announced a restructuring of the system of state support for veterans to eliminate excessive bureaucracy, the repeated submission of documents, and long waiting times.
At the direction of President Volodymyr Zelenskyy, the Ministry of Defense, the Ministry of Veterans Affairs, the Ministry of Health, and the Ministry of Social Policy are to establish an interagency electronic data exchange system. This will ensure a clear and continuous support pathway for defenders and those released from captivity, from the end of their service through to full reintegration.
Four key areas of focus have been identified: medical care and prosthetics, support services, community-based veteran centers, and treatment and rehabilitation. The official emphasized that veterans’ centers should address specific local issues faced by people, and the effectiveness of the entire reform will be assessed based on actual, measurable assistance provided to veterans and their families, rather than on formal reporting.

There are already more than 2 million veterans in Ukraine, and their numbers will continue to grow. At the same time, veterans’ policy will influence Ukrainian society and the state for at least the next 30 years.
By 2027, the government plans to bring more than half of veteran services in line with uniform standards. This means that veterans should receive the same level of support regardless of which region or community they live in. The government also plans to create new jobs for veterans, establish veteran-focused spaces, and expand support programs for their families.
