Budanov explained the reasons for blocking foreign messaging apps in Russia

According to him, the purge of the information space aims to completely isolate citizens from alternative news sources.

The Russian authorities are attempting to leave only one accessible channel of communication—state propaganda—to avoid protests or criticism of the country’s leadership’s future actions.
Ukrainian intelligence indicates that the blocking is also intended to complicate Ukraine’s ability to conduct special information operations.
Russian intelligence agencies are striving to completely shift the population to controlled domestic resources.
“As for the goal… It’s about systematically preparing society to make serious decisions. Because the information space is a more serious problem for them; they all understand and acknowledge this and have begun to prepare for it systematically and thoroughly,” Budanov said.
Despite the loud statements by Russian officials about successful import substitution and the blocking of Western digital products, the actual technical implementation of these measures remains ineffective.
The agency head emphasized that most of the banned communication tools continue to function on the territory of the aggressor state without significant obstacles.
This pretense of control is designed exclusively for the domestic audience.
The technical inability to completely block access to the global network forces the Kremlin to create the appearance of digital sovereignty.
