An official from the Kherson region who works for the occupiers receives payments from the Ukrainian budget
Vitaliy Chernyavsky, the administrative director of the Executive Committee of the Kakhovka City Council, who left for occupied Crimea after the start of the full-scale invasion, continues to claim payments from the Ukrainian budget.
This was reported by the Center for Investigative Journalism.
According to investigators, since December 2023, Chernyavsky has been working at a school in Crimea, where he teaches history and social studies using Russian curricula. He also participates in propaganda activities, including giving lectures for the organizations “Yunarmiya” and “Rukh Pershykh.”
Despite this, Ukraine has already paid him over 140,000 UAH as “idle time” compensation—for a period when he was not actually performing his official duties. Additionally, Chernyavsky is attempting to recover another approximately 190,000 UAH through the courts as compensation for “forced absenteeism.”
The Kakhovka City Military Administration suspended his employment, but lower courts sided with the official and ruled the decision unlawful. According to Vitaliy Nemerts, head of the Kakhovka City Military Administration, the payments were made for the period from June 2025 to February 2026.
The case is currently pending before the Supreme Court.
Earlier, the Security Service of Ukraine detained a Russian agent in the Kharkiv region who was collecting data for missile and bomb strikes on Ukrainian military positions in the Kupiansk direction.
In addition, the Security Service of Ukraine (SBU) detained a Russian agent who, under the guise of fulfilling defense contracts, was coordinating airstrikes on Kyiv.
Prior to this, the Security Service of Ukraine detained an enemy agent in Zaporizhzhia who was attempting to infiltrate a strategic enterprise of the defense-industrial complex.
