Expecting a child always comes with additional expenses, so the issue of government support is a concern for many expectant mothers. At the same time, there is a common misconception that only women who are officially employed are eligible for maternity benefits. In reality, this is not the case.

Ukrainian law provides for pregnancy and childbirth benefits even for women who are not in an employment relationship. However, the process for applying for such benefits has its own specific requirements, and the amount differs from the benefits received by officially employed women.

UA.News explains who is eligible for maternity benefits, how to apply for them, and what documents need to be prepared in 2026.

Who Is Eligible for Maternity Benefits If They Are Not Working

The right to pregnancy and childbirth benefits is not limited to insured individuals for whom an employer pays the unified social contribution. The state also supports women who are not officially employed at the time of applying for benefits.

Unemployed women, students, women registered with an employment center, and other categories of citizens specified by law are eligible to receive these benefits.

It is important to understand that this assistance does not depend on whether the husband was employed, the family’s income, or how long the woman has been unemployed. The main requirement is eligibility for state assistance in accordance with current legislation and properly completed documentation.

How Maternity Benefits Differ for Employed and Unemployed Women

For officially employed women, the amount of benefits is calculated on an individual basis. It depends on salary and length of insurance coverage, and funding is provided through the mandatory state social insurance system.

If a woman is not working and is not insured, the benefit is set by the government at a fixed amount determined by law.

This is why the amount of maternity benefits for non-working mothers is usually lower than for those who were employed.

What will the amount of maternity benefits be in 2026?

In 2026, the benefit for women who are not insured persons is set at 7,000 hryvnias per month.

The benefit is paid for the entire duration of maternity leave. Most often, this period is 126 calendar days—70 days before childbirth and 56 days after the child’s birth.

If the delivery was complicated or two or more children were born, the postpartum portion of the leave is extended to 70 calendar days. In certain cases, the law may provide for other durations.

How to Apply for Maternity Benefits if You Are Unemployed

Once a doctor issues a sick leave certificate related to pregnancy and childbirth, the expectant mother can apply for benefits.

Documents can be submitted in person at a service center of the Pension Fund of Ukraine or via electronic services if it is possible to file an application online.

After reviewing the documents, the authorized agency makes a decision on granting the benefits, and the funds are transferred to the bank account specified in the application.

Experts advise against delaying the submission of documents, as applying in a timely manner allows you to receive payments sooner.

What documents are required to apply for maternity benefits 

The exact list of documents may vary depending on the applicant’s status, but in most cases, you will need to prepare:

  • an application for benefits;
  • a document confirming pregnancy and the start of maternity leave;
  • a passport or ID card;
  • taxpayer identification number;
  • bank account details for receiving funds.

In some cases, additional documents may be required. For example, if a woman is a student or is registered with an employment center, the relevant documents can confirm her status.

That is why it is advisable to check with the Pension Fund for the current list of required documents before submitting your application.

Can you apply for maternity benefits online?

In recent years, an increasing number of government services have become available online. This also applies to applying for certain social benefits.

If a woman has an electronic signature or another means of electronic identification, she can use the Pension Fund’s online services and submit the necessary documents remotely.

This method helps avoid lines and saves time, especially if it is difficult for the expectant mother to visit government offices in person.

The Most Common Mistakes When Applying for Maternity Benefits

One of the most common reasons for payment delays is an incomplete set of documents or errors when filling out the application.

It’s also not uncommon for expectant mothers to put off contacting government agencies, assuming that they can apply for benefits at any time. In reality, it’s best not to delay submitting your documents.

In addition, it’s important to carefully check your bank account details, as even a minor error can lead to a delay in the transfer of funds.
