The State Statistics Service is launching a large-scale survey of Ukrainians' incomes and living conditions

In March 2026, the State Statistics Service of Ukraine launched the European Union Statistics on Income and Living Conditions (EU-SILC) survey, which will run through June. The sample includes more than 18,000 households across 22 regions of the country, excluding temporarily occupied territories and areas of active hostilities. 

This was reported by the agency’s press service.

The aim of the survey is to obtain objective data on the financial situation of families and the poverty levels of various social groups using Eurostat methodology.

The survey is conducted through a voluntary questionnaire, for which three formats are provided: a face-to-face interview with a statistics specialist, a telephone interview, or self-completion of the questionnaire on the stat.gov.ua portal. All data collected is confidential, anonymized, and cannot be used for tax or other audits. State Statistics Service Head Arsen Makarchuk emphasized that official registries record only formal indicators, whereas direct surveys allow for an understanding of the real challenges faced by Ukrainian families.

Conducting such a study is critically important for analyzing the situation amid ongoing Russian aggression and economic instability, as evidenced by forecasts for the fuel market in April. The results will serve as the basis for developing state social support programs and evaluating the effectiveness of recovery plans, similar to the energy plan presented in Brussels. At the same time, the State Statistics Service urges citizens to remain vigilant: official interviewers are required to present their official identification and will never ask for bank details or passwords.

According to the State Statistics Service, inflation in Ukraine’s consumer market in February 2026 stood at 1% compared to January and 7.6% year-over-year.
