The position of head of ARMA remains vacant following Olena Duma’s resignation in July 2025.

At its meeting on April 16, the selection committee for the head of the Asset Recovery and Management Agency did not approve the appointment of the sole candidate, Viktor Dubovyk.

Although four out of six commission members supported the candidate, the voting results do not meet legal requirements, as only one representative from international partners voted “in favor.” According to the law, a decision requires a minimum of four votes, two of which must come from delegates nominated by international development organizations.

Commission members noted that this legal conflict is not directly addressed by the ARMA law, making it impossible to submit the relevant proposal to the Cabinet of Ministers for consideration. Due to the lack of the required number of votes from international representatives, the commission concluded the meeting without determining a winner. The issue of the competition’s future and next steps was postponed for discussion at future meetings.

Viktor Dubovyk, who currently heads the Directorate for Legal Policy at the Office of the President, remained the sole candidate after the second stage of selection, where he was the only one of 13 candidates to advance. As a reminder, the position of ARMA head has remained vacant since Olena Duma’s dismissal in July 2025, and the current competition began with a test of legislative knowledge in March 2026.

An independent external audit of ARMA’s effectiveness has begun.

It was previously reported that the Asset Recovery and Management Agency (ARMA) will investigate the winners of the auction for the sale of 460 hectares of land on the Borzhava Plateau in Zakarpattia Oblast, who turned out to be associates of Serhiy Lyovochkin—a People’s Deputy from the Opposition Platform—For Life party and former head of the Presidential Administration under Viktor Yanukovych.

The Asset Recovery and Management Agency refused to sign the auction protocols in the “Prozorro.Sales” system regarding the sale of 460 hectares of land in the Borzhava mountain pasture.
