In the Khmelnytskyi region, a university official and her son set up a scheme for draft dodgers
Law enforcement officials have exposed a 51-year-old human resources director at a university in the Khmelnytskyi region and her 34-year-old son for large-scale fraud.
According to the investigation, the relatives organized an illegal scheme to evade military conscription and provide fictitious employment to those subject to military service.
Both individuals involved in the criminal proceedings have now been notified of the charges against them.
It has been established that the official, using her position, secured a job for her son as a department assistant in order to create grounds for his subsequent departure from Ukraine while martial law was in effect.
This move allowed the family to produce a set of forged documents to mislead the relevant state agencies.
Specifically, the woman organized the preparation and submission to the Ministry of Education and Science of Ukraine of a letter requesting permission for her son to travel to the Republic of Moldova to allegedly engage in teaching activities at one of the higher education institutions there.
Thanks to this fraudulent leave of absence, in March 2026, the man crossed the Ukrainian border without hindrance.
In addition to providing family assistance, relatives turned university positions into a lucrative business for outsiders.
Furthermore, in December 2025, he offered a person subject to military service assistance in securing employment at the same university, with the subsequent processing of a reservation and deferment from mobilization.
For his services, he demanded and received 84,000 hryvnias into his personal bank account.
Law enforcement officials documented the illegal activities of these individuals and, based on the evidence gathered, notified them of the charges against them.
Under the procedural guidance of the Khmelnytskyi Specialized Prosecutor’s Office for Defense Affairs of the Western Region, the case materials were forwarded to the court.
The woman is charged under Part 1 of Article 332 of the Criminal Code of Ukraine (illegal transportation of a person across the state border of Ukraine), and her son, in absentia, is charged under Part 3 of Article 369-2 of the Criminal Code of Ukraine (abuse of influence).
