The Pechersk Court ordered the State Bureau of Investigation to open a case based on a complaint filed by Alona Shevtsova

The court ruled that the State Bureau of Investigations’ failure to act was unlawful in connection with its refusal to register criminal proceedings based on Alona Shevtsova’s complaint and ordered it to launch an investigation.

The Pechersky District Court of Kyiv ruled that the inaction of the State Bureau of Investigations was unlawful and ordered the agency to immediately register a criminal case based on the complaint filed on behalf of financial expert Alona Shevtsova, namely, to enter the relevant information into the Unified Register of Pre-trial Investigations, to initiate an investigation, and, within 24 hours of entering such information, to provide the complainant with an extract from the Unified Register of Pre-trial Investigations. The corresponding decision was issued by Investigative Judge Oleksiy Sokolov following the consideration of court case No. 757/16753/26-k.

Shevtsova’s legal team filed the corresponding complaint with the court after the State Bureau of Investigation (DBR) ignored an official report of a crime, which had been sent electronically as early as March 19, 2026.

During the court proceedings, law enforcement officials attempted to block the opening of criminal proceedings. In particular, an SBI investigator submitted written objections to the court, insisting that the complaint was unfounded and requesting that it be dismissed in its entirety. Representatives of the Bureau did not appear at the court hearing.

After reviewing the submitted materials, the investigating judge noted that the provisions of the Criminal Procedure Code of Ukraine are mandatory: Article 214 of the CPC requires an investigator or prosecutor to enter information into the Unified Register of Pre-trial Investigations (URPI) within 24 hours of receiving a complaint. The court emphasized that law enforcement officials do not have the right to ignore, at their own discretion, complaints that contain objective indications of a criminal offense, but are obligated to register the case and initiate an investigation.

As a result, the Pechersk Court fully upheld the complaint filed by Alona Shevtsova’s defense team. The ruling took legal effect upon its announcement; it is final and not subject to appeal. According to the court’s decision, the State Bureau of Investigation (DBR) is obligated not only to comply with the requirements of the law and launch an investigation but also to officially report to the complainant that the case has been entered into the Unified Register of Pre-trial Investigations.

Previously, information published on the kp.ua website was deemed false and defamatory; where Alona Shevtsova, a former co-owner of “Ibox Bank,” was accused of creating multibillion-dollar financial schemes and collaborating with an aggressor state. 

The Shevchenkivskyi District Court of Kyiv ruled that the publications on the kp.ua portal were untrue and ordered the editorial board to publish a retraction.
