Four more categories have been added to the list of claims submitted to the Register of Losses under the Act

Ukrainians now have the opportunity to submit claims to the International Register of Damages through the “Diya” portal in four additional categories. These relate to the loss of access to medical care and education, other violations of international law, and economic losses.

“We are launching four categories of claims for the International Register of Damages on the ‘Diya’ portal. Ukrainians can now document losses related to access to medical care and education, other violations of international law, and economic losses,” the announcement states.

From now on, users can submit a claim under category A4.1, “Loss of Access to Medical Care,” on the portal.

This category applies to cases where, due to the destruction or damage of a hospital, a shortage of medical personnel, or the inability to reach a medical facility, a person was unable to receive necessary treatment or undergo surgery for an extended period of time.

Category A4.2, “Loss of Access to Education,” is also available. An application may be submitted if a person lost the opportunity to study due to damage to an educational institution, occupation, a threat to life, or the inability to study remotely.

Another new category is A2.10, “Other Violations of International Law.” It is intended for cases not covered by other categories in the Registry.

Specifically, this includes restrictions on access to humanitarian aid, water, heating, or electricity; coercion to obtain Russian citizenship; the use of civilians as “human shields”; and other violations.

Separately, the acceptance of applications under category A3.7, “Other Economic Losses,” has begun.

This category covers economic losses that do not fall under other categories of the Registry. These include the loss of financial support due to the death or disappearance of a loved one, expenses for medical treatment or burial, the loss of valuable personal property or assets of a sole proprietor, and other losses.

To submit a claim, you must log in to the “Diya” portal, select the appropriate category, and fill out the claim form.

You must attach any available evidence of the losses or violations to the application. Once signed, the document can be submitted to the International Register of Losses.

Previously, the Register of Damages also introduced a new category regarding compensation for the loss of control over property in temporarily occupied territories.
