Ivan Karpovich has been appointed the new head of the Transcarpathian Regional Election Commission
Colonel Ivan Karpovich was appointed acting head of the Transcarpathian Regional Territorial Center for Recruitment and Social Support.
He replaced Colonel Andriy Savchuk in this position.
The former head of the Dubno Regional Territorial Center for Recruitment and Social Support began serving as acting head of the Transcarpathian Regional Territorial Center for Recruitment and Social Support on September 4, replacing Andriy Savchuk in this position.
The latter had headed the regional recruitment center in Transcarpathia since October 2023. In December 2025, Andriy Savchuk was declared partially unfit for service, and later, searches were conducted at his residence as part of a criminal case involving the unlawful deprivation of liberty of Ukrainian citizens.
A conflict arose between Andriy Savchuk and Dmytro Lubinets following inspections by representatives of the ombudsman, who uncovered numerous violations at the Uzhhorod and Berehove Regional Recruitment Centers. Lubinets claimed that the head of the Transcarpathian Regional Office of the Ombudsman intended to fabricate a criminal case against Andriy Kryuchkov, the Ombudsman’s representative in the region. In August, Commander-in-Chief of the Armed Forces of Ukraine Mykhailo Drapatiy suspended Andriy Savchuk from his post.
Prior to his appointment to Transcarpathia, Ivan Karpovich headed the Dubno Regional Tactical Command Center in Rivne Oblast. According to Yuriy Polishchuk, deputy mayor of Rivne, Colonel Karpovich is a career military officer and combat officer who has been defending Ukraine since the start of Russian aggression in 2014.

As a reminder, in Ternopil, following a conflict between employees of the Territorial Recruitment Center and civilians, the notification team was required, effective September 8, 2026, to record their actions using body cameras and to wear uniforms.
In Ternopil on the evening of August 25, while identifying individuals who might be evading military service, a group of people attacked employees of the Territorial Recruitment Center. As a result, three military personnel were injured.
