The wife of a well-known producer has been caught up in a scandal involving the Dynasty gated community
Natalia Kvelenkova is named in the criminal proceedings against Andriy Yermak, the former head of the Office of the President, as the representative who oversaw the construction of his private residence.
According to the Specialized Anti-Corruption Prosecutor’s Office, she effectively replaced Yermak’s father in overseeing the project in the upscale village of Kozin.
During a court hearing on May 12, SAPO prosecutor Valentina Grebenyuk disclosed details indicating that in August 2022, Kvelenkova became the authorized representative for the construction of the R2 facility.
This residence is located within the “Dynasty” cottage community, where facilities R3 and R0 were also under her supervision.
Law enforcement officials claim that the defendant’s responsibilities included full control over the progress of work and financial settlements with contractors.
“According to the prosecution, in August 2022, Kvelenkova allegedly became the authorized representative of the then-head of the Office of the President, and now suspect Andriy Yermak, for matters related to the construction of the R2 residence,” the prosecutor noted during her statement.
The prosecution’s evidence includes substantive WhatsApp messages between Andriy Yermak and Nataliya Kvelenkova, dated August 8, 2022.
In these messages, the former head of the Office of the President sent project documentation for the R2 residence, after which he held detailed discussions on technical details over the phone.
The investigation also documented Kvelenkova’s communication with Serhiy Siranchuk, the head of the “Sunny Coast” cooperative, who served as the formal client for the work.
In internal chat rooms where the construction of five luxury estates was coordinated, Natalia Kvelenkova used the specific identifier “N_R2.”
The financial scale of the “Dynasty” project is staggering—approximately $735,000 was paid just for the development of the project documentation.
The share of expenses specifically for the R2 residence, which prosecutors directly link to Andriy Yermak, amounted to $178,000 of the total design cost.
According to anti-corruption authorities, the sources of funding for the construction are of dubious origin and linked to large-scale financial fraud.
The funds were channeled through equity contributions from shell companies, as well as in the form of cash from corruption schemes in the energy sector.

Prior to this, an investigation was published showing that the Office of the President is spending exorbitant amounts of public funds on the television business. In 2025, the Office of the President allocated 800 million hryvnias for the “Unified Marathon” and another 184 million hryvnias for the “We Are Ukraine” channel.
The “We Are Ukraine” channel, which receives state support for producing content for the Unified Telethon, has faced financial difficulties.
