Former head of Kropyvnytskyi Airport linked to possible fake bookings

Oleksandr Milto, the former head of Kropyvnytskyi International Airport, may have been exempted from mobilization due to his employment at the construction company “Astrum Building Company,” which is designated as a critical infrastructure enterprise.

According to the publication, Milto was allegedly registered as an employee of the company, although he actually resides in Kyiv. It is also claimed that some of the individuals exempted through the company may not have participated in the company’s operations or performed duties related to construction activities.

Astrum Building Company LLC received critical infrastructure enterprise status thanks to construction work commissioned by the Kyiv Regional State Administration and the Kyiv Regional Council. Following this, the company began registering employees of draft age and submitting them for reservation.

According to the report, as of October 2025, 111 people had been reserved through the company. It is also reported that some of them may have traveled abroad, which could be the subject of a separate investigation.

At this time, there are no official comments from Oleksandr Milt or law enforcement agencies regarding these allegations.

The Security Service of Ukraine and the National Police dismantled a draft evasion scheme in Zakarpattia involving the fraudulent registration of fictitious military service reservations. 

The Ministry of Health stated that, at the request of the Ministry of Defense, some of the reserved medical personnel may be released from reserve status and enlisted into the Armed Forces of Ukraine and other military structures. The decision is made jointly with the military and regional authorities.
