The Cabinet of Ministers has established an interagency task force to combat the shadow economy
The Cabinet of Ministers of Ukraine has established an Interagency Working Group on the Decriminalization of the Economy. This decision is enshrined in Resolution No. 733 of June 5, 2026.
The new consultative and advisory body will coordinate the work of government agencies in combating shadow economic processes and develop proposals for the government.
Prime Minister Yulia Svyrydenko and Finance Minister Serhiy Marchenko have been appointed co-chairs of the working group. Its membership also includes representatives from the Ministry of Economy, the Ministry of Internal Affairs, the Ministry of Digital Transformation, the Ministry of Justice, the State Tax Service, the State Customs Service, the Economic Security Bureau, the National Police, the State Border Guard Service, and other agencies.
With the group’s consent, the chairman of the parliamentary committee on finance, tax, and customs policy, Danylo Getmantsev; the chairwoman of the Verkhovna Rada’s budget committee, Roksolana Pidlasa; and representatives of the Office of the President, the Security Service of Ukraine, and the National Bank may join the group’s work.
The main tasks of the working group include analyzing the extent of the shadow economy in various sectors, identifying the causes that hinder the process of de-shadowing, preparing legislative initiatives, and developing recommendations for the government.
The Ministry of Finance will provide organizational and informational support for the working group’s activities.
