The police officers who were the first to arrive at the scene of the mass shooting in the Holosiivskyi district of the capital showed psychological weakness and left the wounded man without assistance. 

This was stated by Interior Minister Ihor Klymenko during a meeting with media representatives, while assessing the actions of the former police officers.

According to the head of the Ministry of Internal Affairs, the initial call to the “102” hotline concerned acts of hooliganism, but while en route to the scene, the crew received information about the shooting and the presence of wounded individuals. 

“The way they behaved at that moment is a great disgrace. Two adults who swore an oath to protect others left this boy sitting on the asphalt while they fled,” Klymenko emphasized.

The minister is convinced that the patrol officers should have acted in accordance with their combat regulations and oath. Instead of fleeing, the law enforcement officers were obligated to take up a firing position, readied their weapons, and take all measures to neutralize the criminal. 

“At the very least, they should have taken up a position, readied their weapons for combat, and tried to stop the shooter by any means necessary—up to and including immediate neutralization,” the minister added.

The situation at the scene was critical, as the assailant was in an unstable state and refused to communicate. 

Negotiations with the attacker lasted about 40 minutes, during which he moved erratically around the store and continued firing. 

“He was just shooting and didn’t talk to anyone—he was just shooting,” said Ihor Klymenko.

Despite the shameful actions of the first team, the rest of the operation proceeded according to a professional plan. Other units, which arrived within minutes, immediately evacuated the wounded child and provided first aid. 

“KORD officers acted quickly and professionally; this isn’t my first time at such operations,” the minister noted, urging people not to judge the entire system based on the actions of two individuals.

The crew that fled consisted of a 44-year-old headquarters employee who had served since 2015 and a 27-year-old graduate of the Patrol Police Academy. 

The minister acknowledged that involving headquarters staff in patrol duties is a necessary measure due to a 20% staffing shortage. 

However, he emphasized that over the past ten years, leadership should have ensured proper training for all personnel to work in extreme conditions.
