Nearly one-third of Ukraine’s local communities have not yet implemented a tourist tax. The State Tax Service emphasizes that, as a result, local budgets are losing out on potential revenue, and part of the temporary lodging market continues to operate in the gray market.

According to the State Tax Service, in the first half of 2026, the tourist tax generated 174.9 million UAH for local budgets, which is 22.6% more than during the same period last year. In total, it was paid by over 6,100 taxpayers.

The agency notes that local communities are losing out on revenue due to unregistered providers of temporary lodging—hotels, guesthouses, and other accommodations operating outside the official system. Experts estimate that 20–30% of the tourism market operates in the shadow economy.

Currently, the State Tax Service is working to ensure that the tourist tax is implemented in communities where it has not yet been introduced. Nearly one-third of Ukraine’s communities still lack this tax.

The tax service has also launched a pilot project to improve the administration of the tourist tax in four communities in the Khmelnytskyi and Chernivtsi regions. The project involves data sharing, joint analytics, monitoring of tax payments, and collaboration with local businesses.
