Ukraine’s Ministry of Finance secures $52.4 billion in external funding for 2025
In 2025, Ukraine’s Ministry of Finance attracted $52.4 billion in external financial support, a crucial step for sustaining the country’s economy under ongoing challenges and wartime conditions.
The majority of budget support, over 70%, came through the G7 ERA Loans mechanism—funds repaid from revenues originating from frozen Russian assets. The European Union remains the largest financial donor, providing $12.1 billion (including $668 million in grants) via the Ukraine Facility financial instrument.
This funding plays a vital role in stabilising Ukraine’s economy and maintaining its resilience on the international stage. Continued cooperation with global partners is expected going forward.
