The Ministry of Infrastructure has announced a tender for 250 bus routes
The Ministry of Recovery, Infrastructure, and Transport has announced a tender for 250 interregional bus routes. A significant portion of these routes connect frontline regions with Ukraine’s major cities, and the entire tender process will be conducted online.
The Ministry of Recovery, Infrastructure, and Transport has announced a new tender for the operation of interregional bus routes. A total of 250 routes are up for bid. The ministry calls it the largest tender for interregional transportation under the new procedure. The tender will take place on September 18, 2026, at 11:00 a.m. It will be conducted remotely via videoconference.
Carriers wishing to participate may submit their documents by 11:59 p.m. on August 27, 2026. All stages will take place online—from the submission of documents to the announcement of the winners. The Unified Complex of Information Systems for Land Transport Safety will be used for this purpose.
Most routes connect regions near the front lines
Among the routes put up for the competition are connections between Ukraine’s largest cities and regions. Specifically, these include routes connecting Kyiv, Dnipro, Odesa, Lviv, Kharkiv, Chernivtsi, Mykolaiv, Kherson, Zaporizhzhia, Poltava, Sumy, Volyn, Zakarpattia, and other regions.
A significant portion of these routes passes through frontline regions or provides connections between these areas and other parts of the country. Therefore, the competition is not limited to regular intercity transportation. New carriers must ensure that people can travel more conveniently between different regions, particularly those located closer to the combat zone.
Everything has been moved online
The ministry emphasizes that holding a tender for 250 routes at once was made possible by digitalization. First Deputy Minister of Recovery, Infrastructure, and Transport Serhiy Derkach called the tender the largest under the new procedure. “This is the largest tender for interregional bus routes under the new procedure. Conducting a tender for 250 routes at once was made possible precisely by the digitization of processes as part of the domestic transportation reform,” Derkach noted.
Now, carriers do not need to go through all stages of the procedure in person. Documents are submitted via an electronic system, and the tender itself also takes place remotely. This format is intended to make the process faster and more convenient for both carriers and the government.
What the Winners Will Receive
Carriers that win the competition will receive electronic permits to operate the routes. In other words, once the competition is over, they will be the ones officially authorized to operate on the designated interregional routes.
Applications from carriers will be accepted until the end of the day on August 27. The competition itself is scheduled for September 18. Thus, this time the government will simultaneously select carriers for 250 routes, a significant portion of which are crucial for connecting Ukrainian regions during the war. Ukrainians trust representatives of the defense sector the most. According to KMIS, Valerii Zaluzhnyi topped the trust rating with 66%, while President Volodymyr Zelenskyy ranked fourth—56% of respondents trust him.
