In Ukraine, in May 2026, mobilization rules will remain in effect without change if martial law is extended. The conscription procedure will continue to depend on age, military status, and the existence of a deferment.

According to the Law “On Mobilization Preparation and Mobilization,” the draft age covers men between 18 and 60 years of age. 

At the same time, military service status is key.

Men under 25 who have not completed military service and are not in the reserves are considered conscripts. They are not subject to mobilization but may voluntarily sign a contract.

Meanwhile, those who have already served or have military training automatically receive the status of conscripts and may be mobilized even before the age of 25.

In fact, the main category for mobilization consists of men aged 25 and older who are subject to military service and have no grounds for deferment or exemption.

The upper age limit for conscription is generally 60 years. However, for senior officers, it can reach 65 years. Additionally, men over 60 may continue their service under contract if a corresponding decision is made.

The following may be called up first:

  • men aged 25–60 without combat experience, provided they are medically fit and have no deferment or exemption;
  • conscripts aged 18–60 who have already served or are reserve officers;
  • citizens who were previously removed from the registry due to health reasons but have been re-evaluated as fit for service;
  • individuals whose “limited fitness” status has been revoked, provided that a military medical commission has confirmed their fitness for service.

Starting May 1, mobilization rules will remain unchanged if martial law—currently in effect until May 4, 2026—is extended.

As a reminder, parents of multiple children in Ukraine are entitled to a deferment from mobilization, though this is not automatically guaranteed.

Meanwhile, the head of the National Police stated that law enforcement officers’ participation in mobilization activities is not their direct duty and has negative consequences. According to him, this practice affects public perception of the police.
