The Ministry of Education and Science does not keep statistics on teaching formats at universities
The Ministry of Education and Science of Ukraine does not collect or compile data on how many higher education institutions are operating in-person, online, or in a hybrid format, nor does it track the number of students at each institution.
The ministry explained that this practice is due to the autonomy of higher education institutions and the constantly changing security situation in various regions of the country.
According to the law, universities independently determine the format of the educational process and make relevant decisions through their collegial governing bodies.
When choosing a form of instruction, universities consider a number of factors, including the security situation, the state of communications, the availability and technical condition of shelters, potential problems in the power grid, temperature conditions, the epidemic situation, and the ability to maintain contact with students and faculty.
The Ministry of Education and Science noted that due to the constantly changing situation in the regions, no centralized record of such data is currently being maintained.

An alternative bill to change the format of the National Multidisciplinary Test (NMT) has been registered in the Verkhovna Rada. The document proposes reducing the number of subjects from four to three. In this case, mathematics would be an elective subject.
The registration in the Verkhovna Rada of a bill proposing to remove mathematics from the list of mandatory subjects for the NMT starting in 2027 has sparked outrage in the educational and scientific communities.
