Law enforcement officials have notified the head of one of the rural communities in Chernivtsi Oblast and a technical supervision engineer that they are suspects in a case involving the embezzlement of more than 15 million hryvnias in budget funds allocated for the construction of a radiation shelter for schoolchildren.
According to the investigation, during the construction of the shelter, which included a sports hall and cost over 35 million hryvnias in 2024–2025, false information was systematically entered into the certificates of completion and construction documentation. Specifically, this involved overstated volumes of work, as well as materials and equipment that were not actually delivered or installed in the quantities claimed.
Investigators believe that a representative of the contracting company prepared documents with inflated figures, a technical supervision engineer verified them, and the community head approved the certificates and authorized payment from the budget. Preliminary estimates put the losses to the state at over 15 million hryvnias.
Both suspects have been notified of charges under articles concerning embezzlement of property on an especially large scale and official forgery. The court imposed bail as a preventive measure for them.
In accordance with Article 62 of the Constitution of Ukraine, individuals are presumed innocent until proven guilty in court.
Police in Zakarpattia Oblast confirmed that a man was hospitalized with physical injuries after staying at one of the regional territorial centers for recruitment and social support. The man later died in the hospital.
In the Ternopil region, the specialized prosecutor’s office for defense matters opened a criminal investigation into possible instances of unlawful deprivation of liberty of citizens at the premises of the Territorial Recruitment and Social Support Center. The investigation was initiated based on the findings of a monitoring visit and materials provided by law enforcement agencies and the Human Rights Commissioner.
