In the Dnipropetrovsk region, a hospital official issued fake disability certificates in exchange for bribes
Law enforcement officials have uncovered a scheme in the Dnipropetrovsk region to obtain fraudulent disability classifications, which, according to the investigation, was organized by the deputy director of a medical facility. The official is suspected of receiving $7,800 in illicit benefits.
According to the investigation, the suspect facilitated the issuance of fictitious Category III disability classifications to men subject to military service, which allowed them to obtain a deferment from mobilization into the Armed Forces of Ukraine.
Until 2024, she held the position of chair of the Medical and Social Expert Commission (MSEC), and currently, according to the investigation, she coordinated the work of the expert team assessing an individual’s daily functioning (KOPFO).
The operation was carried out by operatives from the Strategic Investigations Department in Dnipropetrovsk Oblast in conjunction with police investigators from Zaporizhzhia Oblast.
Law enforcement officials documented that the official received $7,800 in illicit benefits. Based on the evidence gathered, she was notified of her status as a suspect under Part 2 of Article 28 and Part 3 of Article 369-2 of the Criminal Code of Ukraine (abuse of influence).
The court imposed a pretrial detention order on the suspect, with the option to post bail in the amount of 325,000 hryvnias. It is noted that she has posted the bail.
The penalty under the charged article provides for up to eight years of imprisonment.
At the same time, the case materials emphasize that, in accordance with Article 62 of the Constitution of Ukraine, a person is presumed innocent until their guilt is proven in accordance with the law and confirmed by a court conviction.

Earlier, law enforcement officials announced that they had notified an obstetrician-gynecologist—who is a member of the military medical commission at one of the military medical clinical centers in the Eastern region—that she was a suspect.
