Property worth millions of dollars was found in the possession of the director of a state-owned enterprise under the Ministry of Defense

Oleksandr Dmytruk, director of the Ministry of Defense’s state-owned enterprise “Montazhnik-Ukraine,” has become a suspect in a criminal investigation under the article on illegal enrichment. 

According to the investigation, the official may have concealed his actual wealth by registering real estate and expensive cars in the names of close relatives and trusted individuals.

The criminal case under Article 368-5 of the Criminal Code of Ukraine is being investigated by the National Police and the Kyiv Specialized Prosecutor’s Office for the Defense Sector of the Central Region.

According to law enforcement, since 2012, when Dmytruk took the helm of the state-owned enterprise, he and his family members have acquired a significant amount of real estate, luxury cars, and other valuable property, the value of which substantially exceeds the official incomes of the official himself, his wife, children, brother, nieces, son-in-law, and other individuals.

According to the investigation’s findings, official incomes for 2011–2024 were as follows:

  • Oleksandr Dmytruk — approximately 3.69 million UAH;
  • wife Natalia Dmytruk — approximately 1.14 million UAH;
  • son Artem — approximately 480 thousand UAH;
  • daughter Alina — approximately 528 thousand UAH;
  • his brother — nearly 944 thousand UAH;
  • other relatives and trusted individuals — ranging from several tens of thousands to several million hryvnias over the entire period.

Officially, Oleksandr Dmytruk is registered as the owner of only one apartment, with an area of 100.1 square meters, purchased in 2012.

At the same time, law enforcement officials have established that numerous apartments, parking spaces, storage units, and other real estate in Kyiv are registered in the names of his close relatives, including:

  • a 41.8-square-meter apartment—with an estimated value of $68,000;
  • a 77.9-square-meter apartmentworth approximately $169,000;
  • a 102.8-square-meter apartment—approximately $144,000;
  • a 99.4-square-meter apartmentworth nearly $344,000;
  • two apartments with an area of over 62 square meters—valued at $138,000 and $144,000, respectively;
  • other real estate properties valued at hundreds of thousands of dollars and hryvnias.

Investigators are paying particular attention to luxury cars registered to relatives but which, according to law enforcement officials, were actually used or controlled by Dmytruk.

Among them are:

  • a 2018 Volkswagen Touaregvalued at approximately $39,800;
  • two Toyota RAV4 Hybrids (2021)$37,000 each;
  • Toyota Highlander Hybrid (2023) — approximately $57,000;
  • Mazda CX-60 (2023) — approximately $51,000;
  • BMW X7 (2022) — nearly $91,000;
  • Audi Q8 (2025) — approximately $98,700;
  • Cupra Formentor (2024) — about $58,000;
  • Lexus RX 450H+ (2025) — priced at over 3.22 million UAH;
  • Yamaha Tracer 900 GT motorcycle (2023) — approximately $13,000.

According to the investigation, a significant portion of the assets was registered in the names of his children, brother, nieces, son-in-law, mother, and other individuals whose official incomes would not have allowed them to purchase such property.

Law enforcement officials also determined that Oleksandr Dmytruk exercised de facto control over some of the property through powers of attorney and the use of vehicles.

In addition, investigators are examining the use of bank safety deposit boxes registered to individuals who are not required to file asset declarations.

Specifically, on July 23, 2024, the official’s son, Artem Dmytruk, issued a power of attorney to his father authorizing him to use bank safe deposit box No. 417 at one of the Kyiv branches of Oschadbank JSC, which has also become the subject of an investigation in the criminal proceedings.

Earlier, the Anti-Corruption Center published a dossier on the newly appointed head of the Kharkiv Regional Prosecutor’s Office, Yuriy Papush. The report details the property, business ties, and wealth of his family members, as well as his appointment as prosecutor without an open competition.

Serhiy Babak, chairman of the Verkhovna Rada Committee on Education, Science, and Innovation, listed in his declaration significant amounts of real estate, a collection of works of art, a number of luxury cars, and substantial financial assets

The OPZZh deputy failed to declare over 58 million in his declaration.
