A scheme involving the rental of equipment during blackouts was uncovered in the Kyiv region

To provide the Vyshnivska community with electricity and heat during the heating season, the municipal utility was supposed to lease a cogeneration unit manufactured no earlier than 2020. Instead, the community was given equipment manufactured in 2008, which, due to significant wear and tear, required repairs and was not put into operation in a timely manner during power outages.

At the same time, the municipal utility signed a lease agreement with a private company for 315 million hryvnias, of which approximately 28 million hryvnias had already been transferred from the local budget. 

According to the investigation, the actual condition and wear and tear of the equipment, repair costs, and its market value were not taken into account when determining the lease price.

Law enforcement officials have identified four individuals involved in the case and have served them with notices of suspicion. They face up to 12 years in prison with confiscation of property.
