During Operation “Honest Draft,” law enforcement officers uncovered illegal actions by two mobilization units of the Kyiv District Territorial Mobilization Center and the Odesa Joint Staff. Ten military personnel were notified of the charges against them.

According to the investigation, during mobilization efforts, TCC employees used physical force against citizens, beat them, used tear gas, and forcibly transported them to the territorial recruitment center.

To date, the State Bureau of Investigation (DBR) has documented 15 such incidents. The prosecutor’s office reported that it has identified at least eight civilian victims.

In one case, a man attempted to flee from a mobilization team. During the chase, the driver of a Territorial Recruitment Center vehicle ran him over.

Investigators claim that the violations were systematic in nature. According to law enforcement officials, the suspects used the motto “Hit, pack, and recruit” among themselves, which they even set as a screensaver on their cell phones.

According to the Prosecutor General, seven of the ten suspects were mobilized in the spring of 2025, after which they were immediately sent to serve at the Odessa TCC.

Four servicemembers were notified that they are suspected of torture and unlawful deprivation of liberty under Part 1 of Article 28, Part 3 of Article 127, and Part 2 of Article 146 of the Criminal Code of Ukraine.

Six more servicemembers are suspected of unlawful deprivation of liberty under Part 2 of Article 146 of the Criminal Code of Ukraine.

The court ordered the detention of four suspects in the torture case without the possibility of bail.

The court ordered round-the-clock house arrest for the other six suspects.

The pretrial investigation is ongoing, and law enforcement officials are establishing all the circumstances and identifying possible participants in the unlawful acts.

This was reported by the State Bureau of Investigations, the Specialized Prosecutor’s Office for the Defense Sector of the Southern Region, and Prosecutor General Ruslan Kravchenko.

Earlier, law enforcement officials detained the head of the Mykolaiv Regional Military Registration and Enlistment Office on suspicion of receiving illicit benefits totaling 15,000 U.S. dollars. According to the investigation, the official was caught in the act of receiving 10,000 dollars for failing to take mobilization measures against three conscripts, removing them from the wanted list in the “Oberig” system, and ensuring conditions for their continued employment at their place of work.

In Ivano-Frankivsk Oblast, a senior lieutenant—the deputy company commander at one of the district Military Registration and Enlistment Offices—was detained on suspicion of assaulting a subordinate servicemember. The man was intoxicated at the time.
