In the Odesa region, the embezzlement of 20 million hryvnias from a livestock support program was uncovered
On May 22, agents from the State Bureau of Investigations uncovered a scheme in the Odesa region involving the embezzlement of funds from the State Service of Ukraine for Food Safety and Consumer Protection that were intended to support the livestock industry. According to the investigation, these schemes caused losses to the state budget amounting to approximately 20 million hryvnias.

According to the investigation, in 2025, the acting head of the State Veterinary Medicine Hospital of the State Service of Ukraine for Food Safety and Consumer Protection in the Odesa region entered false data on livestock numbers into the animal registry.
“She enlisted the help of a farmer she knew, who recruited front men. Fictitious information about animal husbandry was registered in their names, and applications for subsidies were submitted. In this way, over two years, the participants received more than 20 million hryvnias,” the statement reads.
During searches, law enforcement officers seized thousands of identification tags and documents confirming the entry of false data into the registry.
The organizer and the farmer were notified of suspicion under: Part 5 of Article 27, Part 2 of Article 364 (abuse of official position) of the Criminal Code of Ukraine; Part 5 of Article 27, Part 2 of Article 366 (entering false information into documents) of the Criminal Code of Ukraine.
Four other participants are suspected of fraud (Part 4 of Article 190 of the Criminal Code of Ukraine).
The penalties under these articles provide for up to 8 years of imprisonment.
The issue of imposing preventive measures is currently being decided.
Investigators are identifying others involved in the scheme.
