In Vinnytsia Oblast, a 10-year-old boy died of starvation while under social supervision
Prosecutors from the Mohyliv-Podilskyi District Prosecutor’s Office have filed an indictment against three individuals in connection with the death of a 10-year-old boy with a disability who, according to the investigation, died of starvation in December 2025 while under social supervision.
According to the investigation, the child was under the supervision of social services and a family doctor, but adequate monitoring of his condition was not provided.
Those held responsible in the case are the director of the Mohyliv-Podilskyi City Territorial Center for Social Services, the social worker assigned to the family, and the family doctor.
The director is charged with professional negligence because, according to the investigation, she failed to ensure proper supervision of her subordinates.
The social worker is charged with failing to properly fulfill her duties to protect the child’s life and health, which led to the child’s death. The investigation finds that she essentially limited herself to conversations with the mother and prepared reports without actually visiting the child.
The family doctor is charged with improper performance of her professional duties, as well as unauthorized actions involving information in automated systems. According to the investigation, she documented the child’s deteriorating condition but failed to record it properly and did not notify the relevant authorities.
It is also reported that the prosecutor’s office is appealing the sentence handed down to the boy’s mother. In March 2026, the court sentenced her to three years in prison for endangering the child and neglect, which resulted in his death.
The prosecutor’s office considers this punishment too lenient and has filed an appeal.
The statement emphasizes that, in accordance with the Constitution of Ukraine, a person is presumed innocent until proven guilty in court.
