In Volyn, a company director has been charged with a new offense related to the legalization of mineral resources

Prosecutors from the Specialized Environmental Prosecutor’s Office of the Prosecutor General’s Office have filed a new charge against the director of a company in Volyn. He had previously been suspected of illegally extracting nearly 105,000 metric tons of minerals, which, according to the investigation, caused the state losses of over 102 million hryvnias.

The company held a special permit for subsoil use, but it did not authorize the extraction of the specified minerals. Despite this, between 2020 and 2025, over 56,000 metric tons of aleurolite, 34,000 metric tons of argillite, and more than 14,000 metric tons of sandstone were illegally extracted near the village of Blahodatne in the Volodymyr District.

The director sold part of the raw materials to other companies. The total value of these transactions exceeded 30 million hryvnias. To make the sales appear as legitimate business activity, they were reported in tax returns, and the funds from buyers were deposited into the company’s bank accounts.

In this way, the illegally extracted raw materials were introduced into the legal economic circulation through official contracts, tax reports, and banking transactions.

The company’s director was notified of a new charge under Part 3 of Article 209 of the Criminal Code of Ukraine—laundering property obtained by criminal means on an especially large scale.

He had previously been notified of a suspicion of illegally extracting minerals of national importance by abusing his official position. According to investigators’ estimates, the state suffered damages exceeding 102 million hryvnias (Part 4 of Article 240 of the Criminal Code of Ukraine).

In accordance with Article 62 of the Constitution of Ukraine, a person is presumed innocent until proven guilty by a court verdict.
