The NEURC has reappointed Yuriy Vlasenko as chairman of the regulatory agency

The National Commission for State Regulation in the Energy and Utilities Sectors has re-elected Yuriy Vlasenko as chairman of the NEURC. Two weeks ago, he stepped down after completing his two-year term in office.

“Yuriy Vlasenko has been elected chairman of the regulator. The decision was adopted by the Commission members through a secret ballot in accordance with the procedure established by law,” the statement reads.

At the same time, Ruslan Slobodyan has ceased to serve as acting chairman of the NEURC but will continue to work as a member of the Commission.

The regulator emphasized that the NEURC chair is elected by the members of the Commission from among its ranks, and the regulator’s decisions are made collectively. This principle is intended to ensure the consistency and continuity of the NEURC’s work.

The NEURC Chair is elected for a two-year term and, in accordance with the law, cannot be re-elected immediately upon the expiration of that term.

On August 5, 2026, Ruslan Slobodyan was elected chair of the NEURC. At the time, observers in the energy market speculated that this decision might be temporary and that Yuriy Vlasenko would eventually return as chair.

Now Vlasenko has once again taken the helm of the NEURC, while Slobodyan will continue to serve as a member of the Commission.

The NEURC announced this on Telegram.

Prior to this, the National Commission for Energy and Public Utilities Regulation had elected a new chairman. Ruslan Slobodyan, who has worked in the energy sector for over 28 years, was appointed to the position. The decision was made during a closed-door meeting by secret ballot.

Slobodian succeeded Yuriy Vlasenko as chairman. Vlasenko’s two-year term ended after he took the helm of the NEURC in August 2024. Thus, the regulator’s new head is a specialist with significant experience working directly in the energy sector who has been a member of the commission itself for over two years. Ruslan Slobodyan’s election was announced on the NEURC website.
