The cost of equipment for the Kyiv Metro has risen by a quarter over the past two years
Following the results of a tender held on April 23, the Kyiv Metro municipal enterprise ordered signaling, centralization, and interlocking (SCI) equipment worth 132.64 million hryvnias from Articus Trade LLC.
According to procurement data, the cost of similar equipment manufactured in Kharkiv has risen by approximately a quarter in dollar terms over the past two years.

Over the course of the year, SSC equipment manufactured by NKP Ukrtranssignal LLC will be supplied; the list of items and prices is provided in the table below. The goods must be delivered within one month of the customer’s order. The customer will pay for them within two months of delivery.
The largest portion of the funds is allocated to PRRC resonant track circuit receivers at 222,828 UAH, or $5,077 per unit. They are intended for automatic locomotive signaling systems with automatic speed control, which are used in the train traffic safety system.
Two years ago, in April 2024, Kyiv Metro ordered receivers from another dealer, Noer-System Group LLC, at 148,560 UAH, or $3,754 per unit. In dollar terms, this is a quarter cheaper than the current price. In December 2022, they were ordered from Tamerline LLC at 140,400 UAH, or $3,839 per unit, which is also a quarter cheaper. And shortly after the start of the full-scale invasion, in April 2022—at 62,160 UAH, or $2,125 each. This is half the price, but that contract was terminated without payment by mutual agreement in December 2022.

The situation is similar with other goods. G-ARSM 24K signal generators were purchased for 289,193 UAH, or $6,589. Two years ago, they cost 22% less—202,560 UAH, or $5,119.
The more expensive competitor was SCB-Group LLC, offering products from SCB-Group PE.
The State Audit Service is investigating this tender for potential legal violations during the opening, review, and evaluation of bids. The State Audit Service asked how the contracting authority determined the estimated cost. The Metro responded that it had sent requests to four potential suppliers: NKP “Ukrtranssignal,” LLC “SCB-Group,” PP “Remeko,” and LLC “Noer-System Group.” Three responded: NKP “Ukrtranssignal” – 137.40 million UAH, LLC “SCB-Group” – 140.84 million UAH, and PP “Remeko” – 149.46 million UAH. No online price monitoring was conducted because the product is not freely available. The estimated amount was determined based on the most economically advantageous bid from NKP “Ukrtranssignal” in the amount of 137.40 million UAH.
Kyiv-based “Articus Trade” is owned and managed by Olga Tuz. The firm is registered at a mass registration address: 6 Jerzy Gedroyts Street, Office 203. Until March 2025, its founder and director was Iryna Nesterenko. And in 2023, lawyer Vitaliy Tretyak was listed as the founding director of the company under its former name, “Samways Invest.”
In 2024, the firm received a contract from “Kyiv Metro” for flaw detectors worth 3.05 million UAH, and in 2025, a contract from the “CZV” branch of JSC “Ukrzaliznytsia” for wires worth 9.87 million UAH.
The Kharkiv-based scientific and commercial enterprise “Ukrtranssignal” is owned and managed by Petro Kulik. Since 2016, it has received contracts totaling 26.34 million UAH, primarily from the “Kharkiv Metro.” It secured its most recent contract with the “Kyiv Metro” in 2023.
