Searches conducted by the National Anti-Corruption Bureau of Ukraine (NABU) at the offices of the Ternopil Regional Tax Administration may be linked to the Carthage case
NABU detectives are conducting searches at the premises of the Main Directorate of the State Tax Service in the Ternopil region. The investigative actions began at 8:00 a.m. on September 9 in the offices of the head of the regional State Tax Service, Olga Lishchynska, and her deputy, Maria Melnyk.
Tax Service officials told reporters that they are fully cooperating with the investigation, but members of the press were not allowed into the building. According to local media reports, the head of the regional State Tax Service may be linked to the high-profile “Carthage” case.
Olga Lishchynska was appointed head of the Ternopil Regional Tax Service in 2025. Previously, the Volyn native served as acting head of the Main Directorate of the State Tax Service in Kyiv, worked at the Economic Security Bureau, and headed the tax audit department in Volyn Oblast, and in 2015, she ran for the position of head of the Lviv Regional Tax Service.

Ukrainian Prosecutor General Ruslan Kravchenko has resigned amid allegations related to illegal call centers.
First Deputy Prosecutor General Maria Vdovichenko has submitted her resignation. According to media sources within law enforcement agencies, September 8 is her last day of work at the Office of the Prosecutor General.
Oleg Kipper, Head of the Odesa Regional Military Administration, who is implicated in the “Carthage” case, has also reportedly submitted his resignation.
Kipper is implicated in the new “Carthage” investigation by the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO). Meanwhile, during searches at Vdovichenko’s residence—whose brother works for the Russian Prosecutor General’s Office—materials were discovered that may indicate surveillance of the leadership of anti-corruption agencies, their family members, and subordinates.
