One of the government ministers received cashback in 2025
Oleksiy Sobolev, Minister of Economy, Environment, and Agriculture, was the only member of the Cabinet of Ministers to officially take advantage of the state program “Made in Ukraine,” which supports domestic manufacturers. At the same time, he received 1,761,698 UAH in salary as a minister over the course of the year and an additional 1,816,728 UAH from a side job.
According to Interfax-Ukraine, the amount of cashback he received was 3,440 UAH. His wife also participated in the program, receiving 4,338 UAH in payments over the course of the year.
According to the NACP’s guidelines, all funds received by public servants through state social programs, such as “National Cashback,” “eSupport,” or “Winter Support,” must be disclosed in their financial reports. Such receipts are classified as income and must be listed in the corresponding section of the electronic declaration.
An analysis of other government officials’ reports in the Unified State Register of Declarations revealed no mentions of using this program last year. This distinguishes the head of the unified ministry as the only high-ranking official who has publicly demonstrated support for the initiative through his own consumer habits. The period for active declaration of civil servants’ income for the previous reporting period is currently underway.
All members of the Ukrainian government submitted their asset and income declarations for 2025 on time. Prime Minister Yulia Svyrydenko declared the highest income—nearly 4.8 million UAH.
Earlier, Acting Head of the National Social Service of Ukraine Ihor Ilchenko reported 18,223 UAH in income in his 2025 electronic declaration.
