Displaced persons can now apply for government assistance through the Pension Fund’s portal
As of April 1, 2026, the Pension Fund of Ukraine (PFU) e-services portal now allows IDPs to apply for assistance.
This was announced by the Ministry of Social Policy, Family, and Unity. The new digital service allows displaced persons to apply for benefits remotely using a qualified electronic signature (QES), which significantly simplifies the process of receiving social support under martial law.
Despite the expansion of online options, traditional methods of application remain available to citizens. Applications can be submitted in person through Pension Fund service centers, local communities, or Administrative Service Centers (ASC). The integration of this service into the Pension Fund system is part of a broader digitalization of the social sector aimed at ensuring rapid access to state benefits for the most vulnerable segments of the population affected by Russian aggression.
Updates to the PFU portal’s functionality help avoid lines and paperwork, which is especially important for people who have changed their place of residence. Official sources emphasize the need to verify the validity of the electronic signature before beginning the application process. Currently, the portal’s technical support team is working in an enhanced mode to ensure stable processing of requests from new users. Up-to-date information regarding the list of required documents can be found on the official websites of the PFU and the Ministry of Social Policy.
Internally displaced persons were required to provide the Pension Fund of Ukraine with information by April 1 confirming that they do not receive pension or insurance payments from Russia.
As a reminder, in 2026, retirement rules for Ukrainians will become stricter, as the requirements for the minimum insurance period needed to qualify for benefits increase each year.
