Law enforcement officials will investigate the clinic that issued a gun permit to the Holosiivskyi shooter
The perpetrator of the terrorist attack in Kyiv on April 18 received a medical certificate to renew his gun permit from a private clinic in late 2025.
This was announced by Interior Minister Ihor Klymenko during a meeting with the media.
According to the head of the Ministry of Internal Affairs, law enforcement agencies have serious concerns regarding the operations of the aforementioned medical facility.
Although the document itself is authentic, the procedure for issuing it raises reasonable suspicions among investigators.
“Regarding his obtaining a gun permit—he received a medical certificate to renew his gun permit at a private clinic in December 2025. And, of course, there are questions regarding this private clinic,” the minister emphasized.
The main concern is the quality of the medical examination conducted on the individual who later carried out the mass shooting.
Ihor Klymenko explained that the form of the certificate itself is not forged, but the professionalism of the medical opinion is highly questionable.
“It is genuine, but there is doubt that a full examination was conducted,” he clarified, hinting at the possibility that the assessment of the patient’s mental state was merely a formality.
Currently, as part of the criminal investigation, law enforcement officials have seized all necessary documentation from the medical facility.
Investigators are reviewing the attacker’s medical history and examination records to determine whether the doctors had grounds for issuing a positive conclusion.
“All documents have now been seized as part of the proceedings. And in general, we will now focus our attention on the entities that can issue such certificates,” the minister said.
