The Rada has allowed internally displaced persons from the temporarily occupied territories to purchase housing using vouchers and loans
Internally displaced persons from the temporarily occupied territories will be able to purchase or build housing by combining government vouchers with loan funds. The Verkhovna Rada has authorized the use of this mechanism.
Parliament adopted draft law No. 15335 as a basis. The decision was supported by 278 members of parliament.
What the new bill changes:
It allows loan funds to be added to a voucher if the voucher amount is insufficient for a purchase or construction;
allows for the purchase of existing housing as well as the construction of new housing;
prohibits the sale of the purchased property for a specified period of time.
Rules and Restrictions for Buyers
The bill also establishes a clear mechanism to protect newly acquired property.
Once the transaction is finalized, notaries will immediately impose a ban on the sale of the purchased home and the land beneath it.
The Housing Voucher Program is a government compensation initiative for internally displaced persons whose only property remains in the occupied territories.
A cash certificate is issued for the purchase or construction of a new home, and its amount is calculated using a special formula based on the square footage of the lost home.
The voucher amount can be used to cover the full cost or as a partial payment for real estate.
