The Rada Approved the New Customs Code: What Will Change for Ukrainians

The Verkhovna Rada approved a bill on Ukraine’s new Customs Code in its first reading. A total of 261 members of parliament voted in favor of the bill.

The new code is intended to fully align Ukrainian customs regulations with European Union legislation. Its adoption is also a condition for Ukraine to receive 1.5 billion euros in macro-financial assistance.

Key changes include the transition to European customs terminology, new rules for authorizations and customs procedures, and the digitization of interactions between businesses and customs authorities.

It is expected that most procedures will be carried out through an electronic “single window.” Permits from other government agencies are to be automatically fed into the system, which will reduce paperwork and the number of in-person visits to customs.

Businesses will also be granted the “right to be heard”—companies will be able to present their arguments regarding the customs value of goods before customs makes a final decision.

At the same time, the new code does not repeal existing import exemptions, particularly those related to the defense sector, energy, and humanitarian aid.

Duty-free thresholds for goods in citizens’ luggage will also remain in effect during martial law and for one year after its conclusion: up to 500 euros and 50 kg when entering by land, and up to 1,000 euros and 50 kg when entering by air.

The most contentious issue remains the expansion of customs authorities’ powers, particularly the ability to conduct operational and investigative activities. This provision is scheduled for further discussion with the business community.

The new Customs Code is expected to take effect on December 1, 2027, provided the bill passes its second reading and is finally adopted.

Ukraine needs to develop a mechanism for holding elections even in wartime, ensuring the right to vote for all citizens. This opinion was expressed on August 18 by former Ukrainian Defense Minister Mykhailo Fedorov.

As a reminder, on August 18, the Verkhovna Rada received nominations from President Volodymyr Zelenskyy to appoint Yevhen Khmara as Minister of Defense of Ukraine and Andriy Sibiga as Minister of Foreign Affairs.
