Today, May 14, the Ukrainian Parliament approved amendments to the Charter of the Garrison and Guard Services of the Armed Forces of Ukraine. 

The new legislation officially regulates the procedure for rendering military honors to defenders who have been declared deceased by a court but whose bodies have not been found.

The main purpose of the document is to honor the memory of soldiers who gave their lives for Ukraine’s independence, sovereignty, and territorial integrity. 

Since it is impossible to conduct a traditional funeral ritual in the absence of a body, the state is introducing a special farewell procedure.

The law provides for the installation of cenotaphs in cemeteries—symbolic memorial structures designed to preserve family and public memory. 

It is at the site of such monuments that military farewell ceremonies will now be officially held.

“The document was drafted to standardize procedures for rendering military honors to individuals who defended Ukraine’s independence, sovereignty, and territorial integrity, among those declared deceased by a court,” the Verkhovna Rada explains.

The military farewell ceremony will become an official procedure for solemn commemoration. 

This will allow the families of missing defenders, whose deaths have been legally confirmed, to receive proper state recognition of their loved ones’ heroic deeds.

The relevant changes have been made directly to the text of the Statute and its annexes, which define a clear order of actions for the honor guard and other participants in the ceremony. 

In this way, the state is filling a legal gap regarding military etiquette and the commemoration of heroes.
